Rules for San Pablo

Permits

We confirm the parcel’s jurisdiction and handle your roofing permit application and inspection coordination through the City for incorporated San Pablo or the County for unincorporated mailing addresses. You won’t need to manage the permit application or City paperwork yourself. A June 2026 tear-off/resheathing-repair permit was $619.63; we obtain the current assessment for your scope. ARS allows approximately one week for permitting; issuance is not guaranteed.

Mid-installation inspection

We schedule the roof inspection when 25–50% of the new covering is installed. Missing that check can require opening 100 square feet of finished roofing. We also arrange any new plywood or OSB nailing inspection before concealment.

Solar work needs separate approval

Solar removal and reinstallation requires a separate electrical permit and an appropriately qualified contractor; a roofing C-39 license alone or owner handling does not qualify. We coordinate the roof schedule and permit responsibilities with the qualified solar contractor.

Structural changes

We identify framing or structural deck changes in the application. They can require a separate building permit and engineered review; we explain any additional scope or professional services before that work is agreed.

From the San Pablo building department and our own project records. Rules updated October 15, 2026; permit-fee references reviewed October 11, 2026; detailed inspection guidance checked October 10, 2026. Fees change, so we confirm yours when we pull the permit.

Inspections

Inspections and booking

  1. Deck and sheathing — We arrange inspection of new plywood/OSB after fastening and before concealment; the City handout also lists removal of built-up roofing as an inspection stage. Structural alterations, including sheathing/decking alterations, can require a separate building permit and engineered review.
  2. In-progress — Required when approximately 25–50% of roofing is installed; we do not proceed beyond the required check. If missed, the City may require documentation, reinspection fees and removal of at least 100 sq ft when verification is necessary.
  3. Final closeout — Final inspection required; we make the permit card, City reroof form and manufacturer's installation instructions available for inspection/sign-off.
  4. Scheduling — We call San Pablo at 510-215-3030. Building inspections run Monday–Thursday; we confirm the booking cutoff, advance notice and arrival window when scheduling.
