Rules for San Ramon
Permits
We handle your San Ramon roofing permit application and coordinate required reviews and inspections. A permit is required for more than 200 square feet of roofing installed, repaired or replaced; structural changes need their applicable review. You won’t need to manage the permit application or City paperwork yourself. San Ramon’s FY2026/27 reroof base is $160 for the first 100 square feet, plus $19 for each additional 100 square feet. Issuance, applicable energy and technology charges, and state fees can add to that calculation; we obtain the complete assessment for your roof. ARS allows approximately one week for permitting; issuance is not guaranteed.
Overlays and existing layers
An overlay can go over only one existing roofing layer. We remove both layers if there are already two; a wet or unsuitable existing roof also cannot serve as an overlay base. We check eligibility before recommending the roof approach.
Valleys in the WUI fire area
For combustible roofing in the WUI Very High Fire Hazard Area, valleys need at least a 36-inch-wide layer of mineral-surfaced roll roofing or an accepted equivalent noncombustible material. We check the parcel’s requirements and specify the approved assembly.
Other WUI roof details
In that designated WUI area, the reroof needs a Class A assembly, compliant ember-resistant vents and a way to prevent leaves and debris accumulating in gutters. We identify the required vent and gutter work in the proposed roofing scope.
Rainy-season inspection route
From October 15 through April 15, we manage the City’s letter-and-sketch procedure for inclement-weather covering and arrange the required felt pullbacks. This changes the inspection arrangement; it does not remove the inspection.
From the San Ramon building department and our own project records. Rules updated October 15, 2026; permit-fee references reviewed October 11, 2026; detailed inspection guidance checked October 10, 2026. Fees change, so we confirm yours when we pull the permit.
Inspections
Inspections and booking
Deck and sheathing — Normal sequence: tear-off inspection with sheathing exposed; we replace damaged wood first. New plywood requires a roof-nailing inspection once fully nailed. October 15-April 15: San Ramon’s inclement-weather procedure substitutes a signed damage-condition letter/sketch for the early tear-off visit, permits felt for waterproofing, and requires later inspection with random felt pullbacks. It does not waive inspection.
In-progress — We confirm and coordinate the applicable requirements. Required after starter roofing is installed: normally at least two bundles of shingles per roof section. The winter procedure specifies one-half square, then calling for tear-off/nailing/in-progress inspections with the letter available and felt pulled back as directed.
Final closeout — Final on completed roof; signed Title 24 paperwork and smoke/CO affidavit. Where PV was removed, we coordinate the separate reinstallation permit with the appropriately qualified solar contractor before roof final and ensure roof final passes before the qualified solar contractor reinstalls PV modules.
Scheduling — We request through San Ramon’s current CSS account and check Today’s Inspections for the time and inspector. We confirm the cutoff and availability with Building at 925-973-2580 before arranging tear-off.
